About the summit
Published: 21 October 2026
Aiming to drive the strategic transformation of the Philippine bureaucracy through Filipino cultural values, meritocracy, and digital innovation, the Civil Service Commission (CSC) is set to hold the BANYUHAY: National Public Service Summit on 22-23 October 2026 at The Manila Hotel.
BANYUHAY, meaning "pagbibigay ng bagong anyo," convenes agency heads, local chief executives, senior government officials, policy experts, and HR directors to chart a strategic roadmap for the Philippine Civil Service (2026-2030).
Under the theme "Reimagining Public Service: Strategic Transformation of the Philippine Civil Service," the summit shifts from routine administrative discussions toward an action-oriented governance agenda.
The initiative is anchored in the spirit of Pamana, Pamumuno, at Paglilingkod (Heritage, Leadership, and Service) and the CSC's guiding principles: Puso, Dangal, at Galing para sa Bayan.
CSC Chairperson Marilyn B. Yap will open the summit, framing BANYUHAY's vision around four interlocking dimensions of bureaucratic reform:
Four dimensions of bureaucratic reform
Pagkatao, Paglilingkod, Pamumuno (Identity, Service, Leadership)
Grounding public service leadership in traditional Filipino values, such as shared identity (Kapwa), compassion (Malasakit), and teamwork (Bayanihan), rather than just following standard compliance rules.
Galing at Katapatan (Merit and Fitness)
Transitioning from outdated 30-year-old Qualification Standards to modern competency-based frameworks. Reforms include overhauling the Career Service Examinations toward situational judgment and ethics assessments, adopting end-to-end digital exam administration, and debating a finite 3-year eligibility validity.
Batayang Batas at Panuntunan (Institutional Frameworks)
Addressing the statutory limitations of Executive Order No. 292, also known as the Administrative Code of 1987 that serves as the backbone of the government's executive branch, to advocate for a unified, constitutionally mandated Civil Service Code alongside strengthened LGU meritocracy frameworks.
Teknolohiya at Pagbabago (Technology and Transformation)
Establishing ethical boundaries and bias-mitigation frameworks for AI in recruitment and analytics, while accelerating evidence-based HR workflows through modernized PRIME-ESG data systems.
Speakers and knowledge output
Distinguished keynote speakers and panelists include former NCCA Chairperson Prof. Felipe M. de Leon Jr., UP NCPAG Dean Dr. Kristoffer B. Berse, Dr. Kathlyn T. Caragay, Dr. Ebinezer R. Florano, Dr. Clarita R. Carlos, Rep. Brian Poe Llamanzares, and UP President Atty. Angelo A. Jimenez, among other prominent public policy experts.
BANYUHAY aims to deliver feasible policy directives, and its key knowledge output will be published in a special heritage issue of the Philippine Civil Service Journal (Etika ng Halagang Bayan), providing an evidence-informed policy reference for long-term bureaucratic resilience.
