Welcome to the 2026 Philippine Civil Service Anniversary (PCSA) microsite!
For 126 years, the Philippine Civil Service has remained a steadfast pillar of nation-building — shaping institutions, delivering essential services, and upholding the public trust through generations of dedicated Filipino public servants. Across changing times and evolving challenges, the spirit of service has endured through men and women whose commitment to the Filipino people continues to define the strength and resilience of government.
The celebration of the Philippine Civil Service Anniversary (PCSA) led by the Civil Service Commission (CSC) honors this enduring legacy while reaffirming the vital role of civil servants in building a responsive, ethical, and future-ready public sector. Rooted in the historic establishment of the Philippine Civil Service through Public Law No. 5, enacted on 19 September 1900, the PCSA has evolved beyond a commemorative observance into a nationwide movement that recognizes excellence in public service and celebrates the individuals behind meaningful governance and national progress.
Today, as public service continues to evolve in an increasingly dynamic and interconnected world, the PCSA serves as both a tribute to the legacy of the Filipino civil servant and a renewed call to shape the future of governance with integrity, compassion, and excellence.
The CSC continues the theme, "Bawat Kawani, Lingkod Bayani: Puso, Dangal, at Galing Para sa Bayan" — a powerful statement that captures the enduring values that define the Filipino civil servant in today's evolving governance landscape.
The continued use of the theme strengthens campaign continuity and reinforces the identity of the Lingkod Bayani as compassionate, ethical, and excellence-driven public servants committed to meaningful and responsive governance. More than a celebration theme, it serves as a shared declaration of the standards, principles, and aspirations that guide public service in the modern era.

126th PCSA Lingkod Bayani Commitment Wall
Aligned with the theme of the 126th PCSA, "Bawat Kawani, Lingkod Bayani, Puso, Dangal, at Galing Para sa Bayan," the CSC enjoins all government officials and employees to make a pledge on the display of Puso sa Serbisyo, Dangal sa Tungkulin, at Galing sa Paglilingkod through the simultaneous signing of the Lingkod Bayani Commitment Wall during the Flag Raising Ceremony of offices on 7 September 2026.
The Lingkod Bayani Commitment Wall fosters solidarity, collective responsibility, and a sense of community. It serves as a meaningful call to action, encouraging individuals to publicly affirm their commitment to service excellence and uphold this pledge beyond the activity, thereby fostering a culture of accountability and continuous improvement.
