From his humble beginnings as Barangay Kagawad to his impactful tenure as City Councilor (2010-2019), Congressman Ortega laid the foundation for his distinct brand of servant leadership-PAOwer. His term as Board Member enabled him to reach a broader platform to address his constituents' needs, setting the stage for his election as Representative of the First District of La Union. As Congressman, he continues to champion legislation and programs that empower communities.

Recently promoted to Deputy Majority Leader, Honorable Francisco Paolo P. Ortega V plays a crucial role in the House Leadership under the Committee on Rules. To date, he has authored 207 principal bills and co-authored 87 bills, addressing key areas vital to national progress as member of committees for Agrarian Reform, Information and Communications Technology, and Youth and Sports. Furthermore, he is also a member of the Agriculture and Food, Bases Conversion, Dangerous Drugs, Energy, Higher and Technical Education, Housing and Urban Development, Justice, North Luzon Growth Quadrangle, Public Order and Safety, Public Works and Highways, Strategic Intelligence, Suffrage and Electoral Reforms.

Congressman Ortega is dedicated on crafting legislation geared towards empowering the lives of his constituents.
