The NACC GAD agenda

The NACC proudly marks a milestone in advancing gender equality with the issuance of its memorandum dated October 12, formally adopting the NACC Gender and Development (GAD) Agenda.

This signifies NACC's firm commitment to integrate gender perspectives in all programs and services – ensuring that every policy, action, and initiative upholds inclusivity, empowerment, and the best interest of every Filipino child.

In line with PCW MC 2018-04 and consistent with NACC AO 2025-012, the NACC hereby adopts its Gender and Development (GAD) Agenda for the period of 2025-2030. The agenda was developed through a series of workshops and gender audits conducted by the GFPS, which identified the following GAD goals:

  1. Enhance the competencies of the GAD Focal Point System (GFPS) and all NACC employees on Gender and Development.
  2. Mainstream GAD in the designing, developing, planning, and implementation of policies, programs, projects, and activities for adoption and alternative child care.
  3. Strengthen GAD enabling mechanisms (Plan, Knowledge Management, Monitoring and Evaluation Systems).

Assistant Secretary Rowena Weng Macalintal, and Director Imelda R. Ronda joined the two-day workshop along with the GAD Focal Point System - Technical Working Group (TWG).

Onto a brighter, and more inclusive future!

Gender and Development Comprehensive Training

The National Authority for Child Care (NACC) hosted a transformative four-day Gender and Development (GAD) Comprehensive Training at the Sen. Pia Cayetano Hall of the NACC - Central Office.

From Tuesday to Friday, participants who are now designated members of the GAD Focal Point System - Technical Working Group (GFPS-TWG) engaged in impactful sessions aimed at fostering gender equality, and implementing programs that are gender-responsive.

Topics discussed included Gender-Sensitivity, Gender and Social Inclusion, Gender-based Violence, SOGIESC, Gender Analysis Tools, and Gender Mainstreaming Evaluation Framework (GMEF). The training was facilitated by Mr. Raymond Jay L. Mazo, a Gender, Health and HR Consultant.

NACC joins the 18-Day Campaign to End Violence Against Women

The NACC stands united with the Philippine Commission on Women (PCW) in the 18-Day Campaign to End Violence Against Women (VAW) with the theme "United for a VAW-Free Philippines."

Violence against women and girls is not just a women's issue — it is a human rights issue that affects families, communities, and generations. Behind every statistic is a story that deserves to be heard, protected, and empowered.

As an agency committed to child welfare and family care, the NACC believes that a violence-free home is the foundation of a child's safety and growth. Together, let us uphold dignity, equality, and compassion for all.

Because Every Child Deserves Love, and that begins with a home and a society free from violence.

Strengthening gender-responsive child care through planning and action!

The NACC conducted a GAD Programs and Projects Writeshop using the Harmonized Gender and Development Guidelines (HGDG) to enhance gender mainstreaming in its adoption and alternative child care programs.

As the lead agency in ensuring the welfare and protection of children, many of whom face intersecting challenges related to gender, disability, and socioeconomic status, NACC continues to integrate a gender lens in all its initiatives to make sure no child is left behind.

NACC conducts GAD training on Gender Sensitivity and the use of Gender-Fair language

The National Authority for Child Care (NACC) recently conducted a Gender and Development (GAD) Training on Gender Sensitivity and the Use of Gender-Fair Language, aimed at institutionalizing respectful, inclusive, and bias-free communication within the agency.

This initiative aligns with the mandates of the Magna Carta of Women (RA 9710) and RA 11642, and strengthens NACC's commitment to gender equality, child rights, and the recognition of diverse Filipino families.

Through this training, NACC GFPS members and key personnel deepened their understanding of gender sensitivity, learned practical tools to revise documents using gender-fair language, and reaffirmed their role as advocates of inclusive governance.

What is Gender and Development?+

Gender and Development or GAD is a development approach that addresses perceived inequalities between women and men by ensuring that their experiences and concerns are considered when policies, programs and projects are developed, implemented, monitored and evaluated. Section 4 [h] of Republic Act 9710, also known as the Magna Carta of Women (MCW), GAD is defined as "the development perspective and process that is participatory and empowering, equitable, sustainable, free from violence, respectful of human rights, supportive of self-determination and actualization of human potential. It seeks to achieve gender equality as a fundamental value that should be reflected in development choices and contends that women are active agents of development, not just passive recipients of development."

What are the core principles of GAD?+

Based on the definition of GAD as provided in the MCW, the following are its core principles: Participation in Decision-Making Processes; Empowerment; Equity in Distribution of Resources and Opportunities; Freedom from Violence; Respect for Human Rights; Support for the Actualization of the Individual's Fullest Potential.
