Follow these steps in the LTMS portal. Steps alternate between actions you do as the client and actions LTO does.

Start: walk-in or online
If walk-in: LTO will enroll client and link certificates. If online: proceed to enroll using the public portal.

Enroll using public portal and select transaction
Choose the license transaction you need in the portal.

Evaluate submitted requirements and verify
Check the uploaded documents and confirm they are complete and valid.

Upload requirements and select date, time, and venue
Choose appointment date, time, and venue when you upload.

Select mode of payment and pay
Pay through the selected payment channel.

Capture biometrics and verify client
Go to the LTO office for biometrics capture and identity verification.

Take and pass exams if required
Take the required theoretical and practical exams.

Second payment: select mode of payment and pay
Pay the second or remaining fee if applicable to your transaction.

Printing and releasing
LTO prints the license card and releases it to the client.

Confirm you received your license card to close the transaction.
