Invitation to bid
The Philippine Science High School System - Office of the Executive Director (PSHSS-OED), through the General Appropriations Act (GAA) FY 2026, intends to apply the sum of three million seven hundred thousand and 00/100 pesos (Php 3,700,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Procurement of an Academic Integrity and Plagiarism Checking System Subscription for the Philippine Science High School System. Bids received in excess of the ABC shall be automatically rejected at bid opening.
The PSHSS-OED now invites bids for the Procurement of an Academic Integrity and Plagiarism Checking System Subscription for the Philippine Science High School System. Delivery of the goods is required within three (3) calendar days from receipt of Notice to Proceed (NTP). Bidders should have completed, at least ten (10) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II - Instructions to Bidders.
Bidding will be conducted through open competitive bidding procedures using non-discretionary "pass/fail" criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (R.A.) No. 12009.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to R.A. No. 5183.
The PSHSS-OED reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 - Reservation Clause of R.A. No. 12009, without incurring any liability to the affected bidder or bidders.

Get further information from the BAC Secretariat and inspect the Bidding Documents at the address below, Mondays to Fridays, 8:00 a.m. to 5:00 p.m., except holidays. A complete set may be acquired from February 26 to March 18, 2026 upon payment of Php 5,000.00 pursuant to the latest Guidelines issued by the GPPB. Present proof of payment in person. Documents may also be downloaded free of charge from PhilGEPS and the Procuring Entity website, provided bidders pay the fee not later than submission of bids.
