Invitation for negotiated procurement for two failed bidding

The Philippine Science High School System – Office of the Executive Director (PSHSS-OED), through the 2026 General Appropriations Act (GAA) intends to apply the sum of two million six hundred and 00/100 pesos (Php 2,600,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Quarantined Secure Printing of Test Materials for the 2025 PSHS National Competitive Examination (NCE).

The PSHSS-OED now invites technically, legally, and financially capable suppliers for the said project.

The procurement procedure for this requirement is Negotiated Procurement for Two Failed Bidding pursuant to Section 35.1 of the Implementing Rules and Regulations (IRR) of Republic Act (R.A.) No. 12009.

The selection of the successful offer shall be based on the best and final offer that will be submitted on the set deadline to the BAC and which would meet the minimum technical specifications required.

Interested bidders may obtain further information from the PSHSS-OED BAC Secretariat and inspect the Bidding Documents at the address given below from Mondays to Fridays, 8:00 a.m. to 5:00 p.m., except holidays.

Schedule of activities

On or before January 14, 2026 at 10:00 a.m.
Deadline of submission
Manual submission of legal and technical documents (first envelope) and financial documents (second envelope). Failure to submit on or before the deadline shall disqualify the supplier.
January 14, 2026, immediately after deadline
Opening of first envelope
Preliminary examination of the first envelope containing legal and technical documents.
No later than January 15, 2026 at 10:00 a.m.
Submission of additional documents
Suppliers with incomplete or defective documents must submit completed or corrected documents as additional documents to the PCO BAC Secretariat.

Eligibility and technical documents

Below is the list of documentary requirements:

a. PhilGEPS registration — PhilGEPS Certificate of Registration (Platinum Membership) in accordance with Section 20 of this IRR. Procurement to be performed overseas shall be subject to the Guidelines issued by the GPPB.
b. Ongoing contracts — Statement of all ongoing government and private contracts.
c. Single largest completed contract — Statement of Bidder's Single Largest Completed Contract (SLCC) similar to the contract to be bid: Quarantined Secure Printing which shall be completed within the last 5 years prior to the date of submission of the best and final offer.
d. NFCC or credit line — NFCC Computation or Committed Line of Credit.
e. Joint venture agreement — JVA or the duly notarized statement in accordance with Section 52.1(b) of the IRR, if applicable.
f. Bid security — Bid security in the prescribed form, amount and validity period.
g. Schedule of requirements — Schedule of Requirements.
h. Technical specifications — Conformity with the Technical Specifications.
i. Omnibus sworn statement — Omnibus Sworn Statement in accordance with Section 54.3 of the IRR for R.A. 12009 and supported with Notarized Secretary's Certificate in case of a corporation or cooperative; in case of partnership or single proprietorship, the bidder shall submit Special Power of Attorney executed by the partners or single proprietor, whichever is applicable.

Contract conditions and issuance

The Special Conditions of the Contract shall form part of the contract. Other conditions of the contract shall be governed by the implementation of the rules and regulations of R.A. 12009 and other related and applicable laws.

The PSHSS-OED reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without incurring any liability to the affected bidder or bidders.
