DILG R5 DX (Digital Transformation) 2026 Roadmap: Phase 1 Digitization - converting analog information into digital bits, eliminate paper-dependency; includes inventory and procurement, scanning, Document Management System (DMS), Internal Process Automation, cloud migration and centralization. Phase 2 Digitalization - using digital to simplify and automate existing workflows, from scanning paper to doing work digitally from the start; includes external process automation and inter-unit interoperability. Phase 3 Digital Transformation - strategy, culture and AI-driven decisions, leverage technology to provide new value and change mindset; includes data analytics and dashboards, AI integration for efficiency, cultural shift and wellness, transparency and citizen feedback.
