The Isabela State University (ISU) envisions as a leading Research University in the ASEAN Region by 2024. In confirmation, ISU is recognized as one of the top ranking SUCs in the country. ISU is committed in subjecting its program offerings to accrediting agencies to foster quality, transparency and excellence. Moreover, ISU was awarded Center of Development in Agriculture, Information Technology and Education.

ISU also delivers globally engaged education programs, such as Cultural Exchange and Learning Express Programs, with Temasek Polytechnic and Singapore Polytechnic. It develops global awareness and intercultural understanding, and develop the skills that the students need to be successful, interconnected, active and informed global citizens.

Performance in the board examinations is viewed as one of the measures of the quality of a program. ISU places its mark to various licensure examinations surpassing national passing rates and providing topnotchers.

In order to contribute towards the attainment of the University vision and mission, as guided by its core values, University R&D has adopted the strategic goal in bolstering research culture and excellence.

The University as a Higher Education Institution is deemed as a generator of knowledge and technology. ISU has developed 21 research centers involved actively in the conduct of basic, strategic, applied, technology development, technology adaptation and integration, social science and higher education research. With these, the University leads the region in fronting innovative research initiatives.

ISU R&D has also strengthened its research management through improved coordination in planning and programming of research activities, which resulted to the generation of over 84 million worth of funds from various external research funding institutions locally, nationally and internationally.

Institutional mechanisms for technology transfer of mature technologies developed by the University were promoted through the establishment of technology ownership and intellectual property right for the protection of the creative works of scientists and researchers in the University. The University was able to obtain 18 Intellectual Property Registration, 2 patents and registered copyrights, 3 utility model, 8 industrial designs and 5 trademarks.

The ISU has maintained strong programs for extension and training. It has gained positive and satisfactory reputation with regard to its program innovation, community engagement and management.

It is further intensified by its strong leadership not only in the region but also in the national and international networks for extension support, thus hosting the 2nd Philippine Association of Extension Program Implementers, Inc. International Conference & 6th Biennial Convention & General Assembly Meeting.

It has established strong collaboration with other agencies in extension and training initiatives, forwarding sustainable community engagement services which are ably reinforced by the University's strong culture of research and innovation.

Our administration is banking under a distinctive style of leadership marked with integrity, goodwill, respect, and harmony to make ISU as one of the leading state universities that adhere to good governance. These guiding principles direct ISU to craft its Strategic Development Plan 2024 in building a inclusive, resilient, and sustainable university.

We continued to deliver on our climate commitment, ISU is a recipient of Performance-Based Bonus for the past six (6) years, recommended by the Inter-agency Task force of the government. In terms of infrastructure, the University was able to appropriate around 160 million pesos from GAA funds.

Support for internationalization efforts ranks high on the list of the University's top management. The University have forged numerous Memoranda of Understanding/Agreement among foreign institutions.

Ang Isabela State University (ISU) ay naglalayong maging nangungunang Research University sa ASEAN Region pagsapit ng 2024. Alinsunod sa vision nito, tapat na tinutupad ng Unibersidad ang mission nito na paunlarin ang mga taong may kakayahang makipagsabayan sa mundo, teknolohiya at serbisyo sa pamamagitan ng de-kalidad na pagtuturo, makabagong pananaliksik, tumutugong pakikipag-ugnayan sa komunidad at mga programa para sa maayos na pamamahala ng resources para sa inklusibong paglago at sustainable development.

Binibigyang-diin nito ang pagtuturo at pagsasanay sa mga estudyante upang maging mahuhusay na propesyonal na may sapat na kaalaman, pagpapahalaga, kasanayan at teknolohiyang kailangan upang makatulong sa pagpapataas ng produktibidad at kalidad ng buhay.

Sa pagsasakatuparan nito, ang Instruction, Research & Development, Extension & Training at Administration ng Unibersidad ay nagpatupad ng strategic goal na "strengthening research culture, foster excellence and leadership for academic advancement and sustainable countryside development."

Nakamit ng ISU ang mga makabuluhang tagumpay sa paglipas ng panahon, na naglatag ng malinaw na direksyon para sa pagtugon ng Unibersidad sa nagbabagong pangangailangan sa pagpapaunlad habang isinasakatuparan ang vision nito. Ipinapakita ng mga tampok na tagumpay na ito ang paninindigan ng ISU sa One ISU for Quality and Relevance.

Sa pagsisikap na ipatupad ang universal access sa de-kalidad na higher education, determinado ang unibersidad na makiambag at gawing abot-kaya ang de-kalidad na edukasyon para sa lahat ng may motibasyong maging may pinag-aralan, may kasanayan, produktibo, makabago, at mahalagang miyembro ng lipunan.

Bilang patunay, kinikilala ang ISU bilang isa sa mga nangungunang SUCs sa bansa. Nakatuon ang ISU sa pagsailalim ng mga programang inaalok nito sa mga accrediting agency upang itaguyod ang kalidad, transparency at kahusayan. Bukod dito, ginawaran ang ISU bilang Center of Development in Agriculture, Information Technology and Education.

Nagbibigay din ang ISU ng mga programang pang-edukasyon na may pandaigdigang pakikipag-ugnayan, tulad ng Cultural Exchange and Learning Express Programs, kasama ang Temasek Polytechnic and Singapore Polytechnic. Ang Unibersidad bilang Higher Education Institution ay itinuturing na tagalikha ng kaalaman at teknolohiya. Ang mga institutional mechanism para sa technology transfer ng mga mature technology na binuo ng Unibersidad ay isinulong sa pamamagitan ng pagtatatag ng technology ownership at intellectual property right para sa proteksyon ng mga malikhaing gawa ng mga scientist at mananaliksik sa Unibersidad. Nakakuha ang Unibersidad ng 18 Intellectual Property Registration, 2 patent at rehistradong copyright, 3 utility model, 8 industrial design at 5 trademark.

Pinanatili ng ISU ang matatatag na programa para sa extension at pagsasanay. Nagkamit ito ng positibo at kasiya-siyang reputasyon hinggil sa inobasyon ng programa, pakikipag-ugnayan sa komunidad at pamamahala.

Lalo pa itong pinaigting ng malakas nitong pamumuno hindi lamang sa rehiyon kundi pati sa mga nasyonal at internasyonal na network para sa suporta sa extension, kaya ginanap dito ang 2nd Philippine Association of Extension Program Implementers, Inc. International Conference & 6th Biennial Convention & General Assembly Meeting.

Nagtatag ito ng matibay na pakikipagtulungan sa iba pang ahensya sa mga hakbangin sa extension at pagsasanay, na nagsusulong ng sustainable community engagement services na mahusay na sinusuportahan ng matibay na kultura ng pananaliksik at inobasyon ng Unibersidad.

Ang aming administrasyon ay nakasandig sa isang natatanging estilo ng pamumuno na may integridad, kabutihang-loob, paggalang, at pagkakaisa upang gawing ang ISU bilang isa sa mga nangungunang state university na sumusunod sa mabuting pamamahala. Ang mga gumagabay na prinsipyong ito ang nagtuturo sa ISU upang buuin ang Strategic Development Plan 2024 nito sa pagbuo ng isang inklusibo, matatag, at napapanatiling unibersidad.

Patuloy naming tinutupad ang aming pangako sa klima, ang ISU ay tumanggap ng Performance-Based Bonus sa nakalipas na anim (6) na taon, na inirekomenda ng Inter-agency Task Force ng pamahalaan. Pagdating sa imprastruktura, nakapaglaan ang Unibersidad ng humigit-kumulang 160 milyong piso mula sa pondong GAA.

Mataas sa prayoridad ng pamunuan ng Unibersidad ang suporta sa mga pagsisikap sa internationalization. Ang Unibersidad ay nakabuo ng maraming Memoranda of Understanding/Agreement sa mga dayuhang institusyon.

Sa ngayon, ang ISU ay isang kagalang-galang na katuwang sa pag-unlad sa Rehiyon. At sa tapat na pangako ng pamunuan nito, mga guro, support staff at stakeholders, makikita sa hinaharap ang Unibersidad na aabot sa mas mataas na tagumpay.
