Philippine Textile Research Institute, Department of Science and Technology
The Philippine Textile Research Institute (PTRI), started as a joint project of the government and the private sectors to promote the development of the textile industry in the country.
The Congress passed R.A. 4086 "An act to promote the textile industry of the Philippines by exempting, under certain conditions, importation of needed materials, chemicals, dyestuffs and spare parts and the subsequent manufacture and sale of products derived therefrom, from duties and taxes, by creating a special fund for vital research and for other purposes". The law created a special textile research fund, which was derived from one percent of the gross sales of textile manufactures that registered for tax exemptions from 1964-1970.
The National Science and Development Board (NSDB) approved the formulation of a textile research program with functions, powers and duties in accordance with the objectives of R.A. 4086.
The NSDB formally established the PTRI as the agency to undertake the textile research program.
The PTRI became one of NSDB's eight regular agencies by virtue of Presidential Decree No. 1 "Implementing the integrated reorganization plan of the executive branch of the Philippine government". Policies were formulated by an advisory committee composed of Textile Manufacturers of the Philippines (TMAP), Department of Agriculture and Natural Resources (DANR) and NSDB.
The PTRI was transferred from NSDB to the Ministry of Trade and Industry (MTI) by virtue of Executive Order No. 700.
By virtue of Executive Order No. 128 the National Science and Technology Authority (NSTA), then NSDB was reorganized and provided among others, the return of PTRI from MTI to the NSTA now the Department of Science and Technology.
The Philippine Textile Research Institute (PTRI) is the premier textile research and development arm of the Department of Science and Technology (DOST).
PTRI's R&D achievements through the years have contributed much to the textile and other allied industries it is mandated to assist.
As the industry evolved into what it is today, PTRI has adapted an integrative development approach to further stir the industry by:

Ang Philippine Textile Research Institute (PTRI) ay nagsimula bilang joint project ng pamahalaan at ng pribadong sektor upang isulong ang pag-unlad ng industriya ng textile sa bansa.
Ipinasa ng Kongreso ang R.A.
No. 1 "Implementing the integrated reorganization plan of the executive branch of the Philippine government". Ang mga polisiya ay binuo ng isang advisory committee na binubuo ng Textile Manufacturers of the Philippines (TMAP), Department of Agriculture and Natural Resources (DANR) at NSDB.
Inilipat ang PTRI mula sa NSDB patungo sa Ministry of Trade and Industry (MTI) sa bisa ng Executive Order No. 700.
Sa bisa ng Executive Order No. 128, ang National Science and Technology Authority (NSTA), na dating NSDB, ay muling inorganisa at itinakda, bukod sa iba pa, ang pagbabalik ng PTRI mula sa MTI patungo sa NSTA na ngayon ay Department of Science and Technology.
Ang Philippine Textile Research Institute (PTRI) ang nangungunang textile research and development arm ng Department of Science and Technology (DOST).
