The Provincial Government of La Union (PGLU) mapped its path to digital transformation as it convened Information Systems Strategic Plan (ISSP) Steering Committee and Technical Working Group for an intensive one-day ISSP orientation, planning, and workshop on October 15, 2026 at the J&V Hotel and Resort, Sevilla, City of San Fernando, La Union, aimed to formulate the province's three-year digital transformation blueprint.
All PGLU departments, work units, and district hospitals actively participated in the hands-on workshop. They mapped proposed functional system requirements, audited information technology infrastructure, and structured a budget matrix covering hardware, software, network, cybersecurity, and capacity building. Guided by Executive Order No. 14, series of 2026, the activity aligned PGLU's technology goals with central government standards.
Participants received briefings on Medium-Term Information and Communications Technology Harmonization Initiative (MITHI) Resolution No. 2025-05 for standard-based compliance. They also reviewed the revised ISSP template under MITHI Steering Committee Resolution No. 2026-02, and the updated Information and Communication Technology (ICT) procurement guidelines through MITHI Steering Committee Resolution No. 2026-03.
The consolidated ISSP draft will undergo evaluation and approval by the Steering Committee. PGLU will adopt it through a Sangguniang Panlalawigan Resolution and forward it to the Department of Information and Communication Technology and Department of Budget Management to secure funding, maintain technical standards, and ensure citizen-centric service delivery for PGLU's upcoming ICT programs and projects.
