I. Background and rationale
By virtue of Republic Act (R.A.) No. 7528 in 1992, the Southern Islands Medical Center was renamed to Vicente Sotto Memorial Medical Center (VSMMC) in honor of the Senator who is also regarded as the Father of Cebuano language and Letters. As a national general hospital that served the sick in the Visayas and Mindanao in the early 1900s, the hospital was also formerly named as Hospital del Sur.
On June 1, 1992, Republic Act (R.A.) No. 7588 was approved, increasing the capacity of VSMMC from 150 to 400 beds. On June 22, 1998, R.A. No. 8658 was approved increasing VSMMC capacity from 400 to 800 beds. On April 26, 2016, under R.A. No. 10770, increasing the capacity further to 1,200 beds.
VSMMC needs to expand, despite the 1,200 bed-capacity, in order to provide efficient and effective delivery of health services to the public in Cebu City, province of Cebu, the rest of the Visayas and provinces in Mindanao fronting the island of Cebu. Before the pandemic, between 2017 to 2019, VSMMC's bed occupancy rate based on its implementing bed capacity averaged at 207.64 percent.
VSMMC is a general tertiary medical center teaching training medical facility owned by the Philippine Government that shall be available, affordable, accessible and acceptable...
